Fedor is a Person of the Earth and works as the village of Arb's ombudsman. He owns a farm where he lives with his grandchildren, Mischa and Ivan.
Fedor is only named in the anime; while he exists in the light novels, he is left unnamed and is never referenced after his brief appearance.

When Mischa and Ivan were born, Fedor had to carry their mother all the way to the doctors so that they could be born.
Saving Serara arc[]
On the return trip from Susukino to Akiba, Shiroe's Party takes refuge in Fedor's home during a thunderstorm, and he lends them the barn to stay in. During the night, Fedor visits the group and exchanges stories with them, listening to them talk about their adventures while reminiscing about his grandchildren's birth. The group then gives Fedor and his grandchildren some food as a token of their gratitude.
Libra Festival arc[]
In the anime, Fedor takes Mischa and Ivan to Akiba to attend the Libra Festival, where they can be seen in the crowd watching the fashion show.
